Default JRSC blower has some resistance to turn - normal?

I got a JRSC blower, they said it's 5k miles old, but when I turn the pulley, it takes some amount of effort. I can turn it with my hand, but it's such that I cannot let go of my spinning hand and it will still spin for a little bit (i hope it makes sense).

is this normal? does it need more oil or something?
