Default JR Supercharged Civic EX won't pass Emissions!!!

I have a 97 SOHC Jackson SC that won't pass EMISSIONS!!!
keeps saying "not ready"for the O2 , cat and evap for the past 2 years!!!
My friend hooked it up to a wideband O2 and the fuel fluxuates just a lil when in boost not too lean/rich runing about 60psi on the FMU
Anyone have this problem??or the same set up with no problems???
What kind of set-up do you have to pass EMISSIONS!!!!...I'm losing my mind with this!!!My fathers worked for HONDA R&D for 25yrs now and can't figure it out either!!!he brought home a Honda diagnostic and still don't know what's wrong...someone help here or have the same problem??

Has
Factory Injectors/ECM
Basic bolt-ons Headers,Intake,cam gear,exhaust
6-7Psi
MSD 6AL
No name FMU
BBK 255 fuel pump
VAFC hooked up but,fuel curve isn't working??

No...no CEL at all...it runs smooth and all..just won't pass emissions...says the CAT-EVAP-O2 are in"Not Ready"mode...but,it's been like that for 2 years!!..i can't figure it out

And you've never reset the ECU? Why/How do you know it's been like that for 2 years? What do you mean by "VAFC hooked up but fuel curve isn't working"?

It's saying the ECU hasn't run those particular monitor tests. It won't run a particular test unless the drive criteria have been met.

For what division does your old man do R&D?

Find someone with a stock intake mani, reset the ecu, pass emissions, and slap the blower back on.

All I have to do is say its being stored in another county and I'm off the state's sniff-your-car's-******* list.

He works for Honda R&D with outboard motors/lawnmowers and all...he got the job in Japan when he use to do Motocross doing R&D on parts etc....I've reset the ECU at least 7-10 times...each time I would do a"readiness test"for at least 200 miles drive downtown and back which about 60 miles so in a week I have over 200 miles...sometimes 500 and up...my dad brings a diagnostic from Honda and its telling us the EVAP-O2-Cat...same thing that shows up from the emissions except theres says "Not Ready"but it's been doing that for the last 2 yrs!!!...I've been to the emiss.about 10-12 times now......the car drives fine feels fine my boy hooked it up to an wideband and messed with the FPR and he said it's not running lean or too rich...but,he did tell me that the fuel curve on the VAFC isn't working so I figured it's a mismatched wire...people are telling me that I don't even need the VAFC...I'm out of ideas...I really don't want to sell my car I spent years working on....one guy told me to get a p28 chipped...but,when they plug it up for emissions wouldn't the VIN#for that ecu show up???

And no, you definitely can't use a P28. Try swapping in another P2P and see what happens. Sounds like some sort of ECU failure.

That's what we thought but,....I don't want to buy another ECU unless I know for sure...ya know.....I just can't figure out why it's still saying "Not Ready"on the EVAP-O2-CAT...it seems like the fuel but,it's not running too lean or rich from what my boy said with his wideband...it's at 60psi on the FPR...I don't know???

Take the VAFC out...especially if it's not 'doing anything'. One less variable to account for.

And you've got no other mods done to the wiring beside the VAFC?

The drive criteria for some of these monitors are things like making sure the ECT and IAT were below 95*F but also within 5* of each other (like a cold engine) before starting the engine....simple stuff that any normal driving should certainly take care of.

No nothing other than the VAFC(i took out lastnight) to the ECU....I have an MSD 6AL in it...and a BTM connector that I still haven't installed yet(don't thik it will matter w/emissions)...Boost-Egt-Water gauges but,that's not it ....well we know it has to do with the fuel but,can't figure out why it keeps reading"Not Ready"forever at the emissions...so I think something is reseting it or something....I don't know??

Why do you have extra crap hooked up to your car? Stop ricing out the engine bay. You should have a full OEM ignition system (making sure you have the JR fuel enrichment bandaid). And if you have an FMU, ditch the VAFC - no need to implement two solutions for one problem.

And is the BTM the JR boost timing controller? If so, don't even install it. After you pass smog, you'll have 2 years to do whatever you want. Might as well get a chipped P28 and get a real tune.

No the BTM is an MSD...it just connects to MSD6AL...here in Atlanta we have to get an emissions every year...and it's not a smog test on OBD11 they hook it up and if the car ain't running right it won't pass!!
