Insurance+Drunk Driver=$5k to Blow!!!!!
To make a long story short, had a run in with a drunk driver came out the accident with only minor cuts and got a decent amount of money and what better way to spend it than on a new setup!!!! I only have one issue and that is trying to stay within my $5k range without going over. So what approach should I take?
Sleeved motor/ and skimp on nice turbo parts or vice versa. I already added up most things and in the motor alone I would have about $3k including pistons,rods,bearings,gaskets etc etc. HELP.........:/
I want a 450-500hp street car and rock solid realiablity.

I dont see all this being done for $5k, there is still engine management (can cheap out and use Crome), fuel, clutch, tuning, exhaust etc etc etc
If you want rock solid (well that word IMO should never be used with aftermarket stuff) you need to stick to NA because "rock solid" and "boosted honda" combined with "5k" is rather hard to do.
Fast, Reliable, Cheap pick 2 because you cant have all 3. For a few more bucks you can do it right and have a decent amount of reliability.

yea 5k and a built turbo motor dont mix. with 5k i can build a sick all motor setup and include everything.
if your heart is set for boost go stock gsr and AFI street series kit. but you'll still have to come out of pocket for some kind of tunning.

450-500whp reliably and 5k dollars dont mix too well. if you built the motor yourself you are looking at around 2700 in parts, that leaves 2300 for ems, clutch, injectors, fuel pump, map sensor, tuning, the turbo kit.
what kind of car and engine do you have already, and do you have anything as far as fuel or clutch already on the car?

I'd definately suggest saving up a bit if you're having someone else build the motor. It's amazing how much more it costs to do a dinky I4 vs similar parts in a V8. That's one thing my V8 friends can seriously laugh at me about.
I hate to try convincing you to not get sleeves, but if you were to see a 350whp civic race a 500whp civic on street tires & normal pavement - you probably would reconsider. The last sub-400hp engine I saw crack a sleeve was because the owner thought it was 9:1, but was really 11:1 and the tuner didn't tune via detonation - basicly just with AFR's on a basemap.
So for $5k you HAVE to skimp on something... for now. I'd suggest building the motor to your heart's content, getting someone's used turbo kit (lots availible with this economy), getting a basic tune - then saving up for whatever you consider the ideal turbo kit. You can always resell a used kit for virtually no loss, but every time you open the engine it will cost something.
One last thing is you may want to look into the Magnuson SC kit that rmcdaniels is helping design. The blower is good to 4-500whp, and would be an insane street ride. Maybe a bit noisey, but they know how to add ports to the case to quiet it down.

Send the block to ERL and get it sleeved. Send the head to get ported, and build the block. Run it n/a until you have money saved for a decent turbo kit.

stock sleeves will hold over 500 it has been proven many times
you just need a good tune you can fully build top and bottom a d16z6 for around 2k
and then big turbo good amount of boost and there you go mid 400s easy.
