suave body wash. soak over night, then saute in butter.
Or you can take the housings off and use some solvent and brushes. you can clean the wheels the same way if needed. A $9 gallon of mineral spirits is great for cleaning crusty old parts.

clean it for what? i'll just get dirty again. If you got oil a crud, carb cleaner works great when turbo is cold.
