Default horsepower problems (lean, power, heat)

I recently got an s200 w/Boost and the whole fuel works to the addition to my turbo. My tuner said the car dynoed safely at 155 whp, which is sad for an 99 si. He said he made 202whp but ran lean. I have 550cc rc injectors and fuel pump, etc. How could i run lean. He also said that if i got a bigger downpipe and exhaust he could tune me to 250whp. I am confused. My dp right now is probaly 2in. and he says to much heat. Does it make that big of a difference. Thanks (8psi)

I just recieved my car and it was just miscommunication. The car started with 155 with turbo because of a clogged cat, clogged fuel filter, and a smalll downpipe. Was tuned to 197whp at 8psi. 250 whp with bigger exhuast and downpipe, to free up exhaust. Thanks

A 2'' downpipe is small, but as stated earlier you need a new tuner.
