High Idle & Breaking up high rpm

High Idle & Breaking up high rpm
Specs first: B16a turbo tuned on Neptune. I then did a full rebuild but the setup never changed.
Problem: Now it idles at 1500 (but im pretty sure thats the iacv) But also under full throttle and boost it will start sputtering bad around 4500rpm..I also noticed when starting the car and the key in at the on position when the CEL light comes if you press the gas pedal it will go off and when you release it the light comes back (hope that makes sense)..car accelerates fine with partial throttle.
