Default High Altitude Tuning and other stuff

So, I have begun the design stages for a race car for the Pikes Peak International Hill Climb. Being half way through my frame design, I needed to chose a motor. Upon deciding on the Honda B16 or B18 block, with a turbo setup, I slowly come to the conclusion that I don't know that much about tuning for high altitude. That is, 9,000 to 14,000 feet. So, I extend a question to anyone here.

What do you do differently when you tune for a higher altitude? Even if it's for 3,000 feet instead of sea level, or 6,000 feet instead of sea level.

The other stuff probably fits better in a different sub forum, so nevermind on that.

Any good EMS with barometric compensation will be able to take the tune to any altitude, provided it was tuned properly in the first place

Our Hondas use a speed density system that does not compensate for altitude. I was running a perfect 14.7 @ idle in Dallas and a 14.1 @ idle in Odessa. The corrected altitude is easily 3800ft apart. Tune it for sea level and just run a little rich at altitude is what I would do.

Building a pikes peak car should be looking at motec and nothing else.
