Well if the turbo has been sitting for a while, it will smoke for a bit. Maybe for like an hour. I've had it happened. A friend had a turbo sitting in his room for a couple months and finally decided to use it and it was smoking a lot. After 30 mins it was still smoking. The next day there was no smoke.
If it continues to smoke, it could be:
1. Pinched oil return line, causing the oil to "flood" the turbo seals
2. Bad seals

if its a bad seal and the turbo is leaking oil then you will have to get it rebuilt. http://www.cheapturbo.com <---- here is a place that does rebuilds

You also might have an exhaust leak. I had very faint smoke coming out for the first few minutes and it was coming from the downpipe was not on tight enough a small gap.

don't think of the worst thing....first try something simple like retorquing everything....manifold...turbo to manifold...downpipe.....oil feed/drain....

damn it... pinched oil return line... and i can't unpinch it...
i'm gonna try to wrap a clamp around the line to force it to open
