If it is the 18g kit, the boost is set at 7.8 psi. You cannot go any lower than that. To raise the boost, buy a boost controller.
The amount of boost you can increase it to depends on how built the motor is and how much fuel you have for the extra air. I wouldn't go any higher than 8.5 psi with the 310cc injectors supplied. If you upgrade to 440cc injectors, you could run around 10-12 psi depending on fuel management, tuning, and age of the engine. Much past 16 psi with built internals and larger fuel injectors, the small Greddy turbo will just be blowing hot air instead of creating more power.

Even with a Hallman MBC and the stiff spring, the Greddy wastegate actuator will spool to 15+ then fall back off to 12 lbs or so. Get a Forge wastegate actuator or add a small spring between the flapper arm and the actuator bracket to increase spring pressure.

You can tighten the actuator arm, yes. All this does is make it so the wastegate will not open all the way, making the boost creep higher. The spring pressure will always be the same no matter what you do. You can run it tight and let it creep up to your desired boost level, but you will be missing a lot of midrange power. Just go with the extra spring trick or a decent actuator (like a Forge motorsports one). I have run as high as 21 psi on mine, but it cant even hold 15 psi even with a good MBC, it simply needs a stronger spring to hold the WG shut.
