Greddy tubo kit
I installed a tubo kit on my 94 Civic. (D16) Other than useing premium fuel, do I need to do anything else? (Like adjusting ignition timing or adding octane booster or anything else.)

Premium gas (91+ octane) and you might wanna run colder plugs with a smaller gap (unless you have aftermarket ignition). Some people retard the timing but I don't think it's necessary.

I would also change the fuel filter if you haven't in awhile. and Yes, premium gas only. Generally, people say to retard timing 1/2* for every 1psi...

I would definately head to a dyno. Not only can you analyze your a/f ratios but you see how well your set up is running and what you need to work on.

Well, I went out and drove it as is. (With ggod gas.) It runs great, I love it. 
Unfortunately the original headgasket couldn't take the stress. (Had my suspicions for a while that it was going.) Oh well, it's not a big deal to replace.
