Going with JRSC, what aer must-haves?

Going with JRSC on my 09 Prelude, what are must-haves?
So Im going with the JRSC on my 98 Prelude. I need to know what are must haves with this setup. If you were going with the JRSC, what do I need to buy/get/do, to Make this my DD? This also needs to pass NY inspection so it cant throw codes. I know tunning is Extremely important and Im not going to skimp out on that. I am having my local shop install it so I dont need to worry about that, But I dont know what kind of fuel management (uberdata/ hondata, NO EMS) I should get, injectors 400cc/450cc, ect. If you were on a limited budget, What would you get?

When I say Limited, I mean I dont want to spend $1000 for AEM EMS. I want to do things the right way, but not over the top. I only gonna be running 6psi. I want to be able to run safe. What do I need to do to run Safe?

I would say go with a turbo kit, I would not add any after market components except a nice stand alone.. I have not had my prelude for almost a year after putting on that stupid kit.

I have fully built head with crower stage 2 turbo cams and I have an greddy e manage and well Alot of crazy things happened.. Too much to list but the money i dumped i wished i went with a turbo setup.

I got a lot of benefit from cam gears, the JRSC really responded well to a few degrees on intake advance and a touch of exhaust retard, I picked up 20+ HP all the way across. Also set your VTEC to activate at any RPM above 2500 with positive manifold pressure, but that will be in the Hondata.
Edit - Is a '98 Prelude OBD2? Hondata is OBD1, so if they check your OBD2 ready indicators like they do in NC, then Hondata will not pass inspection.
