Four basic things needed for start-up:
Air, Compression, Fuel and Spark.
More specific things needed:
Correct basic timing, correct tuning/ecu, cam and/or crank position sensors working correctly, correct engine harness ground connections, correct fuel pressure. etc etc. the list goes on.

Every time a honda wouldn't start for me it has been due to the ignitor failing in the distributor. The exception being some of my 90-93 accords and the main relay failing but that was obvious as the pump wasn't priming.

spark was tested with another spark plugs i had put it on the valve cover and got a good spark it didnt look weak at all ,

You steal this engine Ahmed?
changing out the harness due to the fact that it wouldnt even start with starting fluid and this harness looks horrible from the previous owner

But you just said it ran fine twice in your other thread... if thas the case dont change a harness for the fun of it

It ran twice with the unplugged stuff cause there is nothing to plug that stuff into but we were thinking of changing the harness to the one that came with the engine thinking that is the issue

Take pics of the timing marks at top dead center.
Air
Fuel
Spark
Timing
compression
If you have all five and its still not starting you're either lying or you don't know how to check one or more of those 5 things listed.

Is it tuned? What system if it is?
You could also be flooding the motor or the battery is dead.
Do a load test on the battery. If you been cranking it a lot it could be that. Put a volt meter on the battery and when cranking the motor observe houw much voltage is dropping. Less than 11 volts the bat needs to be recharged or replaced
