Only ATP and Forced Performance have these v-band configurations off the turbine housing itself. Unless you have a casting facility that can create one, making one on your own will be very difficult. Forced performance usually use theirs for the GT-R series. I'm not sure if they sell the housings individually, however.

Welds are typically **** due the differences in the metallurgy. You're taking steel flanging and using against an oxidized iron nickel. Not the best thing in the world to do. If that's all you have then that's one thing, otherwise, there's no real benefit as you'll more than likely develop exhaust leaks from the gaps the rod couldn't fill in.

The wastegate has a lot of weight to it, so the housing + flange has to support a lot of stress and now the strength of the weld is critical.
When you weld a V-band flange on the downpipe, first it's usually a big 3" or 4" flange with lots of surface area.. Secondly, the downpipe is usually supported by brackets, exhaust hangers and that takes some weight off the welded joint.
