Default Does 'clocking' turbo throw off ballance of turbo?

I know many times people will rotate just the exhaust housing of a turbo...however, if you do that, internally wastegated turbo's will have the problem with the wastegate not lining up...specifically in my case, the wastegate is now on the complete opposite side.

So I was wondering if I can rotate both the hot and cold side to keep the wastegate in tact...basically you can also think of it as just rotating the center section so I can get the oil feed facing up (since this turbo will be mounted on top of the manifold) without having to get it ballanced afterwards.

I always figured the only part that needs ballancing is the fins so as long as you don't remove the fins physically from the center section, you won't be unballancing anything.

As long as the wheels stay bolted to the shaft, you don't have to balance it.

And yes you can rotate the exhaust and compressor housings without rebalancing
