The 'Fire ring' is the wastegate gasket... A leak here would not cause your boost not to build. It would just reduce boost/power depending how bad the leak is..
Your wastegate setup is a little suspect to me. Make sure you got your vac source hooked up right on your WG and that your WG is not faulty.

will check that. I still can't get a definite answer on whether the vacuum port should be hooked up on the Turbosmart wastegate or not. (i think its the 38mm and it only has one nipple) and if so where to hook it to???? i have heard the manifold, just after the turbo, and just after the intercooler in the charge pipes???? I have checked Turbosmart website.

just found out what it was. lol, coupler on the intercooler charge pipe was completely blown off. it was the one hidden inside the fender well. good call.
