When you rev in neutral, the engine has no load on it which means it stays in high vacuum and the injector flow is minimal.

Minimal injector flow = minimal exhaust flow = turbo won't spin = no boost.

if u want boost in neutral u need a 2step, that will help create extra pressure/load to build boost

good luck

Boost in neutral? Huh?

Easy to do just DOWNGRADE whatever turbo your using to either an RHB5 or something similar like a very small T25 and you will be boost like 8psi in neutral man YAYY BUDDY!
"i can blow off my valve now but i can't beat the 3-cyl Geo metro next to me WTF is wrong?"

seriously the rhb5 is practically maxed out in neutral anyways so you can have all the fun you want in neutral.
