Default bad wastegate or turbo?

Ok I'm still stumped

My wastegate (hks) has a 9.7# spring but it seems the most boost I can ever make is 6.5#'s. I've even unhooked the wastegate line and still 6.5#'s. I'm 95% sure there's no leaks in the piping/exhaust.

Is there anyway to narrow down what could be wrong? Here are the few idea's I have, think they'll work?
-Remove the wastegate and see if I notice anything wrong (dont have much to compair it too though)
-try blocking the wastegate off on the manifold and do an easy run without a wastegate.

If I run w/o the wastegate and it still only make's 6.5#'s is there a way to tell if it's the turbo or if it's a leak somewhere? I know it could overspin the turbo but I don't have any other ideas.

Any help is appreciated as I'm pretty stumped

I have all my vacuum lines hooked up to a vacuum manifold t'd off the break booster line.

I do not have a boost controller. That just reminded me that the nipple on the top of my wastegate isn't hooked up to anything. I remember reading somewhere that it didnt matter. Does it?

You don't need the top port hooked to anything. Check all your charge pipes for leaks first, don't assume.

Tonight I popped a vacuum line off and hooked my compressor up to it. Put pressure in the system and didn't hear/feel any leaks at all. You can hear the wastegate clicking open and also feel air shooting out of the top nipple.

Any thoughts?

I also just thought of this. I bought the turbo with the internal wastegate flapper thing welded closed. Possible that this was screwed up and is causing my problem?

are you running a filter or anything over the inlet of the turbo?

if so, take it off and see what happens

is it possible that the weld job on the internal wastegate screwed up or something?

I can't find a leak ANYWHERE. Whats the best way to find a leak? and how big is a 3# leak gonna be?

if u unhook the wastegate line and u only get 6 psi it sounds like to me you have a boost leak somewhere in the ic piping or the turbo is no good but it still should make more with the wastegate source unhooked
