Not at all, that's just what you have to work with.

Take fuel and engine management into consideration.

Realistically...

RevHard 2C kit ($3000)
3 inch Thermal ($500)
ACT 6-puck ($500)
550cc RC injectors ($500)
Hondata + Tuning ($1000+)
All the necessary guages ($200-400)

Bam, streetable, and 280+ WHP is not out of the question.

Those numbers are obviously VERY high end. That'd be how I'd do it.
