Default What particular symptoms would lead one to believe they have P28 capacitor issues?

What kind of issues will the capacitors going bad in these ecus give you? I'm having problems with my fuel pump voltage fluctuating and at first it was intermittent and would have me leaning out in boost after the car would heat up now it's barely letting me idle. I turned the fuel pump on to always prime on neptune and the voltage is jumping from 12v to 6v to 1 or 2v every couples seconds in no certain order. I've searched around and have seen posts about the capacitors in the p28 giving fuel pump issues but not stating what issues they actually give you. Has anyone had any issues like this before?

SO how long has your fuel pump been constantly running?
