P28 manual ecu

Would like to know any info about this for some reason side of case says stage 1 chipped p28 buti don't see a chip I've compared to some stock ecu pics and only found slight difference but it was on harness side not over where I see pics of chips installed thanks for any response as I just acquired a full donor car and removed everything I needed to swap this d16z6 into my 2000 civic ej6

No info to be told. You have no chip at all. Talk to the individual you bought it from and hash it out.

A stock P28 ECU will run a D16Z6 just fine... you don't need it to be "chipped". All you will need is an OBD-2B to OBD-1 ECU harness plug adapter.

Possibly. You can run the ECU stock with a jumper harness loom as just mentioned, but if you want "performance", you can't just get a general "chip" and expect magic, unlike what the interwebz tells you.
