Differences in JDM ITR ecu's? p73-003, 013, 023
Trying to reach a conclusion, is there any difference between the p73-003, 013 and 023. Ive concluded the 003 is for 96-97 spec, 013 is for 98-99 spec and 023 is for 00-01 spec and they are all obd2a. Im assuming they are different to some extent, because the engines themselves changed slightly over the years, but after an hour of searching, cannot figure out what the differences are if any.

IIRC, the last 3 digits designate a "revision" number. The larger the number, the later production/revision. I could mean anything from different materials/components used to slightly modified traces in the PCB. It should not effect the way the car runs.
It also could be for emissions... I know OBD2a/2b cars sometimes look for different emissions equipment.

I doubt you'll get a definite answer here, maybe pgmfi.org. Someone would have to remove the rare and hard to program surface mount chip on the board and actually read it with a programmer and decode it, unfortunately little is know about it. There is an old website that does have some info about programming "OBDII" chips. I put OBD in quotation because the JDM ecus are not USDM OBDII compliant, they are an extension of OBD1. I think 00-01 spec ITR/CTR got a more slightly more aggressive intake cam so yes the fuel map is probably different. From experience I have used many OBDII ITR ecus, JDM and USDM and the difference is not much noticeable, the USDM ecus to run a bit leaner since the JDM engines are more aggressive, compression and cams. That's all I can tell you. What setup are you trying to run?
