Complex F/H-Series Balancer Shaft Discussion

Lately, I've been toying with the idea of an F23A build for my CR-V. While mentally assembling said engine, I came across a question for which I have yet to find a definitive answer ANYWHERE...

The questions at hand:

If one were to run aftermarket pistons and/or rods, and would like to keep the balancer shafts, how would their efficiency be affected given the change in rotational mass (and therefore, inertia)? Does the mass of each (or both) balancer shaft(s) coincide with the mass of the entire rotating assembly? Just the crankshaft? Crankshaft + pistons and rods? With or without flywheel? Or is there no correlation between the mass of the b-shafts and rotating assembly components? Anyone know? Anyone ever thought about it? Anyone care? Does it matter?

This is a good question. I'm in for what the answer is.

The secondary impalance forces are connected to reciprocating mass of piston and rods. So when weight of that element changes then also the ballancing shaft should be changed. Of course no one gives a f**k about it.
People are using engines with BS deleted and are happy.

BUT My friend was doing cam belt job and put the rear ballancing shaft out of timing and the car now shakes about 1100-1200 RPM that it can be felt in the seat. There is also a low drone caused by the unballanced engine cause with 1200 rpm the freequency of vibrations is about 35Hz.
