Default rough idle 1987 honda accord

We have a 1987 honda accord that idles rough when at a stop light. With the foot on the brake. We have replaced the air idle control valve, and a tune up on it. Any ideas where to start looking next?

Before you could proceed re-tune the engine properly, but how? Please follow the suggestions below:
Tune up process call for focusing the three major areas of engine, i.e, the ignition system, the fuel system and the cylinder compression system.
1.Start the engine and hold it at fast idle to bring it to the operating temperature.
2.Remove the spark plugs.
3.Remove the tappet cover and adjust the valve tappet clearance. Both inlet and exhaust (0.25mm).
4.Adjust the spark plug gaps to 0.9mm.
5.Clean the throttle body system and idle air control valve with high flash point solvent like gasoline.
6.Adjust the throttle body if necessary. To adjust it unlock the 7mm nut attached to the throttle stop screw, loosen the screw and open it far. Move and release the throttle valve and you will notice that the valve will hesitate to open. At this stage start tightening the throttle stop screw with 2.5 mm Allen key until you hear the click sound. Lock the nut to finish adjustment.
7.Before installing the idle air control valve, attach to it the harness connector. Hold it in you hands and ask your companion to switch the ignition to on position and at this stage feel the vibration of the idle air control valve in your hands. If you feel the vibration it is ok, otherwise replace the valve with a good known one or check the harness wiring for any disconnection.
8.Clean or replace the element air cleaner.
9.Check the fuel filter, fuel pump pressure and the regulating valve.
10.Check the PCV valve. Replace if necessary.
11.Remove the -ive battery terminal for more than 5 sec.
CAUTION: Please note that by removing the terminal all the freeze frame data, clock time, and audio video display will be lost. More over ensure that the car is not equipped with tracker system.
12.Make sure to top up the coolant level and to check the engine oil level.
13.Also make sure that the car is in the open air and not in a garage which has not a sufficient ventilation system. Sit on a driver's sit close all the doors, Pull up the hand brake, lower the driver window, switch off all the accessories like room light, audio and video system and do not press the brake pedal.
14.Start the engine and hold the accelerator to maintain the engine speed at 3000 rpm until the radiator fan comes on. After the fan comes on let the engine at idle speed for ten minutes so that the idle air control system relearn its position.
