Need Advice on 1984 Accord Idle/Carb issue

So, I bought an Accord lx a couple months ago, and I love it. It has a brand new factory carb, and was running perfect until I took it to my mechanic. I had him replace the two belts, change the oil, and inspect the timing belt. Ever since I got a few blocks away I've had problems. I'm actually miles away now, so going back to him isn't an option.

Here are the symptoms:
Symptoms

Chug a luging at low speed, runs perfect over 40mph

Loss of fuel economy, about 15%

Seems to need less gas at speed, I can back completely off the pedal at 60mph, and it takes twice as long to decelerate as before. Also, I seem to be able to cruise indefinitely at 35mph in 4th gear without ever touching the pedal.

Rough idle when cold, idles high when hot, many times idle is wildly inconsistent*

Seems to flood, will only turn over with pedal to the floor after reaching temperature*

These problems began with the car stalling out over and over when idling at stop lights. Replaced firewall fuel filter, and it no longer stalls, but now has this new set of issues.

Before going to the mechanic this car started and ran flawlessly. It turned over without touching the pedal, after the two pre-start pumps, and went right to 2000rpms, then 800rpms. Now I have no idea what will happen when I turn the key. It's currently not starting, and parked at Napa. I think it's flooded, I'm letting it sit for an hour.

Anyone got any suggestions, other than firing my mechanic?

He messed it up, he should fix it. I'd check for vacuum leaks to start with though.
