Could I put a GSR in a 78 civic?
is it possible? I know Id need some gnarly motor mounts and would probably have to run with the hood off, but could it be done?

Why would he need deep pockets? If you could weld and wield a sawzall yourself, all you need is half a brain. The only thing I see being a large expenditure outside of the engine/tranny/ecu/wiring harnesses is possibly custom axles, but even thats not a big deal

There is a big difference in being able to do something and being able to do it right. To properly swap in an engine with custom mounts a certain degree of engineering knowhow would be required as the position of the drivetrain and its connecting components is crucial to reliable performance.
