Default 86 CRX no power to fuel pump???

I have a 1986 CRX with a blacktop swap (D16A1). Trying to get it to run now, just finished up the swap, but at first I pulled the tank to install a new Walbro pump. Tank was full of rust, so I got a new tank, installed everything, and fuel pump would not prime. I ordered a main relay (used, but SUPPOSED to come off a running car and working), installed it, and still nothing. Im kinda stumped. I tried to take the test light out on it, but its weird, I never got a reading from it, so I hooked it up to the battery. With the ground mounted on the car, it would not get power from the battery, but with the ground and power both on the battery, the test light would light up. It was like that for both cars. Pulled out my multimeter and got the same results. Im stumped on that too??? lol Any suggestions as to what the problem is on either one of those problem?? Oh and I also clean the thermostat housing ground up.
