Default 84 CRX stabilizer link

On the stabilizer link there are four rubber bushings and one metal bushing.
Does the metal bushing go in the control/radius arm hole or does it go between the two rubber bushings above the control/radius arm?

Got it all put together with all new suspension. Rides great. One question,
I tried to torque the sway bar link to 16 ft. Lbs. but it really compresses the bushings. Is this ok?
I am doing this with the tires on the ground.
