That is a starter cut relay, the orange leads, [blue butt connectors] would have been connected to the car starter lead, black/white, although it is hard to tell it does not look like black/white leads at the other end of the but connectors.

What colors are those leads?

Where did you find that relay, was it still wired into the car?

Other then the siren and that relay is there any other alarm components or wiring still in the car? 94

That was wired in next to the ignition harness but when they cut this they piggy backed 2 wires together. Magically the car started this morning after sitting over night even with the wires in the picture out of the car completely. Someone told me it could've been that my fuel filter is bad so I'm going to replace that asap.

I would also make sure that the starter wire that this was in-line with is connected securely which could be why you're having intermittent issues.
