Default starter won't engage

I have a 2005, J 35A6 engine in an off-road vehicle I'm building. I received the engine professionally rebuilt. However from the beginning the starter would sometimes engage the flywheel, and sometimes it seemed to be spinning on the flywheel face, making that horrible screeching noise. I recently replaced the starter with a new one (Napa rebuild). This starter is even worse. It will not engage the flywheel at all. It seems like the Bendix gear (if that's the right term) is not being thrown out far enough to engage the teeth of the flywheel. Anybody have any recommendations?

Have you taken measurements to see how far the starter shaft it going out vs. how far it needs to go out?

Just to rule it out, I'd run a jumper from the battery neg post to the starter housing just to be sure it's not just a bad ground.
