rocker arm touching retainer caps?

rocker arm touching retainer caps?
I was checking v2v on my b16 head when I noticed the valves weren't closing all the way so I removed cams and the valves closed up. Upon further inspection I noticed that with my rocker arms locked in vtec they sit on top of the retainer caps causing the cams to push the valve down when installed thus not letting them close completely. I haven't checked if it still does it when not in vtec but this doesn't seem right to me. What would cause the rockers to sit on the retainer caps?

Its full skunk 2 valvetrain. I had it in my other b16 head while I was having this one ported now I'm moving everything from old head to new one. When I adjust valvelash screw either way its still same result. I'm baffled. Looks like rocker arms are wrong but I literally just took them outta other head

I put everything back in the old head and its doing the same thing. If I screw the valve lash screw out so it touches the valve instead of the rocker arm touching the retainer cap then the rocker arm sits even higher up so when the cam goes in it pushes down n opens the valve still. So either way it is pushing the valve open. I know the valve has to be able to close all the way. I thought maybe the valves were too long n not letting the spring b compressed enough to be out of the way but they r the same length as three other sets I have so I'm confused
