EK9 Mugen Intake..
Ive done a search, but it mainly came up with for sale or "Mugen intake into DC2r, EK vice versa"
I would like to know where it draws the air from? I have a 99-00.. so does the pipe go through to where the spotlights are? or does it point down and sucks air from the ground?

The snorkel opening ends up behind your bumper in the same location the filter ends up in a AEM CAI setup.
And no it does not come out where the spotlights are.
