cam degree questions (gsr cams/rebuild)
In the process as we speak of degreeing my cams. This is a stock 82mm gsr rebuild. got adjustable cam gears due to the fact that material was taken off of both the head (once prior to me owning and then again by me) and the block (twice too, once after the bore, and then again due to machinists mistake and putting new sleeves in).
My question is should i use this site for degreeing?

I have my degree wheel set-up, found true top dead center, and am now trying to go about degreeing the cams.
I have the vtec lobes locked, and the dial indicator set up as well and all the etcs.
Does this chart tell me when the valves should start opening and when the valves should be closed?
Is there a better way to do this? Or I'm on the right track.
Also, I tightened the timing belt by moving three teeth counterclockwise and then tightening the bolt, but i noticed that at certain parts in the rotation, there is slack on the belt. Is this normal?
