Honda50cc1985

I have split the crankshaft to replace the oil seals and upon reassembly and final check I notived the cog will not turn that is attached to the balancer. I guess this should rotate freely with very little resistance. My prblem now is I hve to remove the fly wheel again for which I don`t have the tool and will have to take it to the dealer again, they cahrged me a £5 which was a lot for 2 mins work!
I guess my question is should this balancer cog spin freely with no or little resistance?
