Is there suppose to be a spacer in the crank pulley assembly?

Is there suppose to be a spacer in the crank pulley assembly?
So i recently picked up a 98 RL that the previous owner mentioned had a squealing drive belt. Its higher mileage and the maintenance was unknown so i'm going to tear it down anyways to put in a timing belt WP kit. What i'm noticing now is the power steering pulley on the crank is almost underneath the other pulley. Is there suppose to be a spacer in between these crank pulleys?
