engine flooding issue with 2007 TL

engine flooding issue with 2007 TL
I am helping my friend fix his 2007 TL, it starts but stalls within a few seconds, it will restart but unless you keep pressing the accelerator, it will stall again. Tons of grey smoke is coming out of it.
I pulled all the plugs, the are covered in fuel. I did a compression test also, all cylinders are 265-275 psi. I hooked up my shop scanner and I cannot get any codes.
Getting really stumped, its like its getting way to much fuel, is there a fuel pressure sensor that could be bad or a regulator? sorry not to familiar with Honda engines.

I'd check fuel pressure, regulators, and rail pressure. Sounds like an injector could be stuck open or a regulator(s) has/have gone bad in the system. Start with fuel pressure
