HMO is a importer, those imported stuff are used. so the owner before couldve replaced it.
btw the stamping on a type r (numerical) will differ amongst the year and type, SIR vs Type R. a 97R is like 19xxxxx and 98R+ is like 20xxxxx-21xxxxx or some **** like that, i remember reading a post in this section about it. It was direct from a Primo Honda CD ROM.

6301185 I can't tell what year it is and I look at the hear with the 4 circles and first one has 98 is that the year or ?
