its a resistor. cant tell what the colors are. they dictate what size (resistance) the resistor is.

yeah thats your flux capacitor...
id have to guess a short, find out what circuit that belongs to and start ohm checkin... i doubt anyone here will know what that specific component does. your gonna need to get some pretty techy manual. |

It doesnt control anything per say. All it does is drop voltage |

that might be a lil tuff. you could get a magnifying glass and trace the route on the board. But it may be multi layered so can become hard to follow.
