its a resistor. cant tell what the colors are. they dictate what size (resistance) the resistor is.

yeah thats your flux capacitor...

id have to guess a short, find out what circuit that belongs to and start ohm checkin... i doubt anyone here will know what that specific component does. your gonna need to get some pretty techy manual.

It doesnt control anything per say. All it does is drop voltage

I mean more like what device is it current limiting for. Is what I'd like to know.

that might be a lil tuff. you could get a magnifying glass and trace the route on the board. But it may be multi layered so can become hard to follow.
