Pull the spark plugs out. Turn the engine over a little bit... spray oil down the plug holes... continue cranking it over until all water appears to be gone. Put the plugs back in, and try and crank it up. If it starts drive it around for ~30 - 45 minutes to get it to full temperature. Change your oil ASAP.

If you can't get it started after getting all the water out... it's probably time to start inspecting it to see if anything is bent / broken.

He said that now it wont even try to start. Like he turns the key, and absolutely nothing happens. He said though that he still has battery charge? What the heck?

Hydrolock: the sudden and abrupt change in compression due to the presence of water in the combustion chamber(s). Resulting in the motor to lock or seize up.

If a significant amount of water entered the engine, most likely he bent a rod

But would a bent rod result in it not cranking at all?

This doesn't quite answer any of your questions, but... What kind of CAI was this that just fell off?
Did he not have a bypass valve, and water came in throguh the filter? Or did he just not bolt everything up tight enough?

this happend to me a month ago. I now have a new motor, anyway. Try taking out the spark plugs and crank the engine. Turn the ignition on and try to start the car and see if any water comes out, if theres no water that comes out that means theres water in the engine. Put the plugs back in and then try to start the car, if it doesn't start most likey ur engine is gone. The problem with my engine was that there was a blown head gasket and a bent rod. I now have a b20 in my ls, and planning to go b20 vtec

put a breaker bar on the crank pully bolt and see if the engine will turn over manually. with the spark plugs removed of course. if it turns over manually, inspect the electrical to the starter. also bench test the starter. if the engine does not turn over manually, prepare to buy a nre engine ot rebuild the one you have. if enough water enters one or more cylinders, hydrolic lock will occur. with the engines revoulitionary mass it will bend connecting rods and cause high pressure to form on the crank causing it to seize. pardon my spelling. i can barely see any more. if you do get the engine free, pump the water out by hand cranking then use the starter. a good water displacement to help remove the water is WD-40. WD-40 stand for water distortion - 40th recepie. once you get the water out, or most of it, put the plugs in and attempt starting the engine. if you hear knocking and otherstuff, just stop and rebuild or replace the engine.
