So I set everything how it is supposed to be before removing timing belt, aka TDC then removed timinbelt, released tensioner but how does the tensioner pulley for b18b1 assemble back on? HELP

You're suppose to have the tension already mounted before putting on the timing belt.

the crank and cams need to be lined up spot on or you'll end up fighting it.
once i got it just so the belt slipped on relatively easily.
next time i'll use the cam lock tool, definitely worth the 20 clams:

There's also holes in the camshafts and camshaft holders that let you lock the cams in place using two punches/screwdrivers/metal rods/etc, probably cheaper than the locker tool.

i think the nonvtec cams have a hex nut cast into the camshaft its somewhere around 19mm you can put a wrench on it. the intake cam seems to want to move more than the exhaust when putting the timing belt on so you can focus on that. you can also just get a real wide flathead and put it between the slots in the camgear right in the middle where they are close together. million different ways to skin a cat lol.

the tensioner should be on just a bit loose before you install the belt.

Don't tighten the tensioner until you have the belt on. Also make sure you mark your positions on a few parts before trying to fit it in just in case something moves a little.

Hopefully you got the shop manual link, because you need it.
Install belt, turn engine (if you turn the engine the wrong direction the belt flops down), tighten bolt. It's not difficult, you just have to know the correct procedure. The tensioner goes on before the belt, as was pointed out earlier.
