rear brake problem need help
 

hey guys,
its my first time getting a integra im usually working on ef n what not.
and i got this 95 integra Ls.
the problem is the driver side rear brakes doesnt lock wen the E brake is up.
only the right side works.what should i look for to fix this problem?
also when i mount on my rims it seems to be crooked..bottom of the rim is going toward the car and the upper parts goes out.
so i check the Lca and it seems bent but the other side is the same shape with no problem so im not sure if the Lca is supposed to be shaped like this or not heres some pics.
