I have a 91 DA that I swapped in an OBD2 B18B. I still have my factory OBD0 system. Original ECU and original harness. Your OBD1 system should run that engine fine, you'll need to swap in the ODB1 distributor. If I remember properly, all the other sensors connect and work fine. Obviously the tune won't be 100% perfect, but the engines are close enough that the factory tune is safe and effective.
If you want to convert to OBD2, I'm not sure what else would be involved aside from installing your 99 ECU and harness.
