Default can a s2000 oem air intake in a civic gsr pass smog and referee?

didnt like my stock one sinces its longer and bit heavier.. the S2k had a shorter one with a nice K&N filter.. looks better with the engine

Its California, everything is illegal. I'm sure running 5w30 rather than 10w30 is illegal there. My guess is yes on your question although i dont know for sure
