Technically, YES....but it depends who's smogging it. I've had intake, skunk2 IM, cam gears exposed, header, high flow cat and apexi n1 catback system.....smogged and passed. The guy who was doing the smog didnt check the carb numbers or didn't question me about anything. So, with that said, it depends where you go.

my friend had it for his integra, it was set at zero and he still failed. he swapped valve covers so the gears wasn't exposed and he passed with flying colors.
