brakes dragging after replacement?

brakes dragging after replacement?
So I replaced my rear rotors/pads on my 95 dc and have a few questions:
- Before I had a chance to bed the rotors (after pad+rotor replacement), I heard a small amount of dragging, is this normal? As of now, I do not hear any notable dragging,
- If I jack my wheel up I can sort of hear a little bit of dragging upon rotation, Is this normal?
- Is there any way to check or adjust the amount of dragging?
When I did the rear brakes, I pushed in the piston the proper way (instead of forcing it back up the master), and followed all of the steps meticulously, also the proper bleeding sequence
A note: I need to adjust my e-brake cable, so it is currently out of wack (takes too many clicks to hold the car), therefore I don't think the dragging is from a tight ebrake cable
