I do not think so, maybe it is just cosmetic but, the P/N for the 99 sedan is 04715-ST8-91ZZ and the P/N for the 96 sedan is 04715-ST8-90ZZ, that would indicate they are different in some way.
I have also seen treads on here where people have had issues, [gaps] when installing rear clips of 99-up Integras on 94-98 Integras, or maybe it's the other way around, although the use of spacers for the upper, [top] mounts can fill the gap. 94

Well sure the part numbers are different, pre- and post-facelift, 94-97 and 98-01. They're still interchangeable though, for like bodystyles.
