Oxidation. Paint does it to on older cars.
Neglect can cause it as well.
And if you use a fine enough wet sand you can use a buffing or polishing compound to bring the clear back out.

I have the same problem as you, the only solution i know is to sand it down and reclear it...sorry i havent heard of any other solutions

Take it to a body shop for a buff and polish... it'll melt the clearcoat a little and reharden it, crack should be gone.. cost you like maybe 30 bucks?
