Changed tires to different sizes
So I needed all 4 new tires, and a buddy of mine had a nice 4 set of 195/60/14 My car calls for 185/75/14 (91 Honda Accord LX)
I was told this would make my speedometer read 65mph and when actually doing 60. Is this true? Should I know drive at 70 when the speed limit is 65?

There's more adverse effects then just your speedometer/odometer being off. Your handling and braking characteristics will also be effected, and could make the car more unstable at speed.
As for a sizing difference, they're going to make your speedometer off 4.24%. Should you be attempting to drive 65, you need to be driving an indicated 67.75mph.
