Turbo engine overheat issues.

Turbo engine overheat issues.
So I have a b18b1 that is built and turbo'd. I ran it last year and threw a rod bearing (I need to do a full build log of it still).
Well I rebuilt it again, changed exhaust manifold, downpipe, went to chase bays radiator and two 8" fans. Put a filler neck in the top rad line, new overflow tank, and 13-16lb cap for filler neck.
My problem is my car is overheating in no time. I can drive 5 miles down the road (no pulls at all) and have to pull off because the temp is at 225and climbing.
I used a radiator pressure tester and it held 16psi for over an hour. I checked the function of the thermostat and it works fine.
The top and bottom hoses are both hot! I ran the system for 10-15 minutes and watched until no air was bubbling.
I can also smell coolant after driving for a few minutes, like it leaks and is burning on the exhaust or something. Last time I pulled into the driveway and parked, I could hear the engine trying to pull whatever coolant I had in the overflow left into the engine(what it sounded like) and my overflow reservoir was completely empty!
I am going to try:
- the liquid dye/eye dropper test for HC to tell if blown head gasket, very slightly.
- part swapping starting with the overflow (Ive heard you can have a faulty tank and cause overheat/boiling issues)
-part swapping with the stock half size radiator I have still
- check all hose clamps for leaks
Unless anyone can help me pinpoint the problem before that.
Oh right,
Compression across all 4 cylinders is between 145-150psi. Has been that way before as well.
Any help is greatly appreciated! Thanks,
Matt

Update:
- Changed overflow back to stock and didn't change anything, still boiling over.
- compression after engine warm 150 across all 4 cylinders.
- block dye tester proved no hydrocarbons in coolant.
- both fans on will hold temp about 217 degrees
