LS-V Timing off no matter how many times i try. HELP!!

Default LS-V Timing off no matter how many times i try. HELP!!

ok first off yes i have searched many times for hours and hours. yes i know LSV will always be slightly off. if your here to tell me to search more please dont post. i just want a helpful hint or clue as to why i cant keep it perfect in time. this is not my first build but it is my first LS-V. ok so heres what i have
b18a1 with gsr head
im using GSR water pump, GSR gates belt, new tensioner, GSR oil pump. just got the block and head back from the machine shop last week. block was NOT decked but it was checked for straightness and it was fine. head was very slightly resurfaced just to ensure it was true flat. i dont belive they did any milling on it but i will have to double check the paper work to make sure.
they did a valve job and had to replace 6 bent exhaust valves, pressure tested and also adjusted the valve lash (thats what they told me any way, not sure how with the head off but alright)
i was told when i got the head from my friend it had B17 cams ( not sure why some one would do that) but i still need to check to make sure thats what they are. im not sure if its the cams throwing off the timing or what but i dont see how it could be possible.
i am lining everything up at TDC and the cam gears line up with the belt off, im even using 5mm pins to hold the cams in place.
this is how i am doing the timing belt
crank gear, tensioner, water pump, ex cam, intake cam, tighten up tensioner, remove 5mm pins, rotate counter clockwise 6 times, set back to tdc, loosen tensioner, rotate 3 teeth, tighten tensioner, rotate a few more times set back to TDC and this is what i keep getting.

that last pic,youre off a tooth on the exhaust cam.i like to do it with one cam dissassembled so you can just "bend" the cam upwards and adjust a tooth or whatever,while keeping the tension on it.then assemble the cam back in there.

when you say disassembled do u mean with the cam gear off or all the cam caps off and the slide it under the belt at an angle ? whats weird is every time i try it its always the exhaust cam thats off, or when the belt is on and tensioned and i rotate it a few times and get the cam gears to line up the crank gear will be not be at TDC. or if its a TDC the ex cam will be off a tooth

just the caps so you can lift the cam back and adjust a tooth or so.make sure you keep the tension on the belt.then you can tighten it all back up with the cam caps.
and make sure youre #1 & #4 pistons are all the way up when you do the crank lineup.you could be putting it on the wrong stroke,and when you see it's not lined up,thats probably because its on the next stroke.

Well I tried it again today many differnt ways. Retarding cams or crank gear still no luck, I got closer but still off by a half tooth on the ex cam not sure why it's that one every time

what you have to do is get the exh cam set up, wrap the belt on it, put the int cam at about .5-1 teeth counter clockwise and put the belt on it, than rotate it clockwise with a wrench to pull the slack out of it

I will have to try that again, see whats happening is when I set the cams the intake cam won't stay in place unless I hold it it just wants to turn down by it's self no belt or anything on it if you know what I'm trying to say... Kinda hard I explain with out seeing it

well i think i finally got it this weekend, just had to get the tensioning just right. the exhuast cam is like maybe like 1/16th of an inch off each time but if i use a wrench to put it just right nothing moves out of time so it had to of just been a tensioning problem. anyone think the dizzy can comp for that little bit being off

did you rotate the engine after you tightened up the belt and line it back up at TDC? im sure a c hair off wont be a big deal
