Harmonic Balancer Wearing into Timing Cover and has Erased Ignition Timing Marks

'95 GSR Sedan
As the title states my crank pulley/harmonic balancer is wearing into the timing cover and has erased my timing marks.
At first, I thought the crankshaft thrust washers were worn out, but when using a pry bar I can't get any thrust out of the crankshaft.
I spoke with a co worker and he informed me that he had seen the rubber on import harmonic balancers wear out more than once, and for some reason it always seems to collapse towards the engine, which would explain what I have going on.
My question: Anyone here experience this before? How do I tell if my balancer is worn out? What are my options for replacement?

Over time the pulley does wear out and it starts to separate from itself. They have aftermarket options if you can't find a used one. New ones aren't cheap but you can go the route from Honda if you choose.

usually that is a result of the plastic cover slowly warping over time not the pulley. I have seen it happen on D, B F and H series.

Anything else I should replace with the Timing Belt Covers? Timing Belt & Water Pump were replaced ~30,000 miles ago so I should be good there.

just eyeball it all and make sure its clean. When that rubber ring goes out the outer pulley gets WAY loose and can be seen moving easily, if not coming off almost completely.
